Premiums for small group employer health insurance plans in Maine are set to rise by an average of 9.4% in 2025, as reported by the Maine Bureau of Insurance. This change affects plans for businesses with 50 or fewer employees.
The rate increases vary between 7.1% and 13.1% across three major insurers: Anthem, Maine Community Health Options, and Harvard Pilgrim Health Care, which collectively cover over 90% of the small group market. The specific rates will differ based on factors such as company location, employee ages, and chosen plan designs.
This marks the second year since Maine combined its individual and small group insurance markets. Individual market rates will see an average increase of 8.6% next year.
Notably, these approved increases are lower than initially requested averages—14.5% for the small group market and 14.2% for the individual market.
Additional information regarding these rates and consumer guides is available on the Bureau of Insurance website at www.maine.gov/pfr/insurance.
Health insurance costs have consistently been a primary concern for small business owners since 1986, according to NFIB’s “Small Business Problems & Priorities” survey conducted nationwide in 2024.
