Premiums are set to rise by an average of 9.4% in 2025 for small group employer health insurance plans, affecting businesses with 50 or fewer employees, according to a release from the Maine Bureau of Insurance.
For the three main insurers—Anthem, Maine Community Health Options, and Harvard Pilgrim Health Care—rate increases range between 7.1% and 13.1%. These companies cover over 90% of the small group market. Rates will vary among small employers depending on location, age demographics, plan design, and other factors.
This follows the merger of Maine’s individual and small group markets, with individual market rates also going up by an average of 8.6% in 2025. The approved increases remain lower than the originally requested averages of 14.5% for the small group market and 14.2% for the individual market.
